        In a letter Contra Costa County Supervisor, Gayle B. Uilkema
        proclaimed, "It is fitting to honor the volunteers who are a real
        treasure in the community.  Their significant and unselfish
       contributions are critical to the success of the Hercules Public
       Library.  Volunteers do not necessarily have the time, they
